Our History

Oxford Properties is a vertically integrated multifamily development and construction team of professionals dedicated to creating value through our expertise and providing luxurious living communities. Oxford Properties was formed in 2002, when Dan Faulk, Jr. and Richard Denny, III left Post Properties to execute their vision of providing communities with affordable and luxurious rental townhomes. Today, Oxford develops and builds all types of rental communities, from townhomes to mid-rise mixed-use communities. Based in Atlanta, Oxford Properties has satellite offices in Richmond and Tampa and is active throughout the Southeast and East Coast.

Dan Faulk, Jr. Managing Partner

Mr. Faulk has over 40 years’ experience in the development and construction industry, and is presently one of the Partners and Founding Members of Oxford Properties, LLC. Prior to forming Oxford Properties, Mr. Faulk was chief development officer for Post Properties, Inc. From 1987 until February 2002 he was responsible for the development and construction of over 25,000 apartment homes with a value of over $2 billion. From 1977 to 1987 Mr. Faulk worked for Wilwat Properties, where he was responsible for development, construction, and property management of 1,800 apartment homes. From 1971 until 1976 Mr. Faulk had his own apartment and condominium business. Prior to this time Mr. Faulk was employed with Candler and Griffith, during which time he was involved in the development and construction of over 1,400 apartment homes.

Mr. Faulk holds a BS in Industrial Management from Georgia Tech. He has served on the Board of Directors of Bank of North Georgia, President and Board Member of the Atlanta Apartment Association, Board of Directors of Holy Innocents’ Episcopal School, Vestry of Holy Innocents’ Episcopal Church, Alexander-Tharpe Fund Board of Trustees for Georgia Tech, President of the Board of Directors of Mill Springs Academy, and Chairman of the Phoenix Society.

Richard Denny, III Partner

Mr. Denny has more than 30 years of experience in the development and construction industry. He presently serves as one of two founding Partners and Managing Members of Oxford Properties, LLC. Prior to his tenure at Oxford, which began in March of 2002, Mr. Denny was employed with Post Properties from 1980 to 1997. Post Properties is an upscale apartment developer headquartered in Atlanta, GA. He progressed through the maintenance, property management, construction, and development divisions, with a particular focus on apartment construction. After a brief separation from Post, Mr. Denny returned in 2000 and became Executive Vice President of the Construction Division, overseeing in-house projects, as well as the entry into the third-party construction arena.

From 1998 to 2000, Mr. Denny was the Vice President of Construction and Development for The Finger Companies, overseeing the Atlanta market.

From 1997 to 1998, Mr. Denny was the Executive Vice President for Knight Davidson Companies.

During his career, Mr. Denny has overseen the construction of close to 25,000 units at a cost of approximately $1 billion.

Mr. Denny holds a BA in Business Management from the University of Georgia. He is an Atlanta native and a graduate of the Leadership Cobb and Leadership Georgia programs and is a former member of the Board for Georgia Conservancy.

Paul Austin Development Partner

Paul Austin joined Oxford Properties in 2015. Paul is currently focused on expanding Oxford’s presence in the Charlotte market. As Development Partner, Paul is responsible for all development decisions from the project’s inception through final disposition including site selection, acquisition, due diligence, entitlement, permitting, rezoning, construction, and lease-up. While at Oxford, Paul has been a part of several developments including The Encore, Reserve at Summit Crossing, and City Park View South.

Before joining Oxford Properties, Paul worked at Keurig Green Mountain in Boston and at The Coca-Cola Company HQ in Atlanta. While at Keurig Green Mountain he was responsible for business development and opening the first Keurig branded retail store. During his time at The Coca-Cola Company he worked in the Government and Public Relations division.

Currently, Paul’s professional affiliations include the Urban Land Institute.
Paul is an Atlanta native, he attended The Lovett School and then went on to graduate from The Brock School of Business at Samford University with a Bachelor of Arts and Science degree in Finance. In his spare time, Paul enjoys sailing, skiing, travelling, fly fishing, hunting, and golf.

Brenda Brawner Director

Brenda Brawner is a native of Atlanta and attended the University of Georgia.

From 1984 to 2000, Brenda was with Stormont Trice Corporate, an Atlanta-based upscale, full-service hotel development and management company. During this time, Brenda held various positions in Administration and Human Resources. As Corporate Director of Human Resources, she was responsible for the coordination and implementation of all human resources functions. From 2000 to 2002, Brenda was with Stormont Hospitality Group as Vice President of Administration. She continued to be responsible for all human resources functions and was involved in public and private hotel development closings.

In 2002, Brenda joined an Atlanta-based health care company, which owned and managed approximately 27 long term care nursing centers in the United States. She held the position of Corporate Director of Human Resources and was responsible for all human resources functions and compliance in approximately 18 states.

Brenda joined Oxford Properties in 2007 as Director of Human Resources and is responsible for benefits, payroll, policies and procedures, and employee relations.

Brenda is a member of the Atlanta chapter of the Society of Human Resource Management.

Ellen Chiang Controller/Partner

Ellen Chiang is a graduate of Clemson University with a BS in Accounting. She received her Georgia CPA certification in 1999.

Before joining Oxford Properties in 2004, Ellen worked for Brannen Goddard Company as Assistant Controller from 1999 to 2002, and with Goddard Investment Group as Controller from 2002 to 2004. Currently, she supervises three Project Accountants and oversees various accounting and cash management functions for Oxford Properties. She is also the current Principal of the Chinese School of Atlanta, which is a weekend Chinese language school.

Eric Flynn Regional Development Partner

Eric Flynn joined Oxford Properties as a Development Partner covering the Tennessee market. His duties include directing all development activities starting with site selection and acquisition; due diligence; entitlement and permitting; rezoning; construction, and lease up. Eric is responsible for a property from its initial inception all the way to its final disposition.

Eric has been involved in the various aspects of commercial real estate from design to construction for his entire career. He started his career in commercial construction working as a general contractor with Bovis Lend Lease on high-rise residential and medical projects. He then was the Director of Site and Facility Development at Croy Engineering overseeing all development projects on a variety of asset classes including multifamily, institutional and retail. Most recently he was a Development Manager with Boos Development Group focusing on single tenant retail develop.

Eric holds a Professional Engineering License in the state of North Carolina and is a LEED® AP BD+C. His affiliations include the Urban Land Institute Young Leaders Group, Council for Quality Growth, and US Green Building Council .

Eric has been involved with community groups including the Honorary Commanders Association and is a development board member of the YWCA of Northwest GA.

Eric is a Native of Raleigh and holds an undergraduate degree in Engineering from North Carolina State University. He has called Atlanta, GA home for the past 6 years with his wife Kelsey and their Golden Retriever Finley.

Bill Hall Senior Development Partner

Bill Hall is a graduate of Auburn University, with a BA in Political Science, along with minors in Business Administration and History. Mr. Hall then obtained an MBA from Benedictine University. Mr. Hall was a Consultant in the CMBS market, where he performed and managed due diligence efforts on individual assets and portfolios of commercial real estate for a variety of Wall Street clients.

Mr. Hall worked with Bank of America as Relationship Manager and Senior Underwriter in the Real Estate Group for a number of Atlanta-based developers engaged in all types of commercial real estate development. While at Bank of America, Bill was responsible for underwriting and structuring over $500 million in real estate transactions.

Prior to joining Oxford Properties, Mr. Hall was a Development Manager with The Lane Company, where he was responsible for the development and conversion of a variety of mixed-use, apartment and condominium projects from suburban garden-style, to high-density, urban in-fill projects. Mr. Hall was responsible for the development, conversion, and rezoning of 1,253 units during his tenure at The Lane Company.

Mr. Hall joined Oxford Properties in 2004 as a Regional Development Partner. Mr. Hall’s responsibilities include directing all development activities in Virginia, eastern North Carolina, Southern Maryland, and Washington, D.C. His duties include directing all development activities from site selection and acquisition; due diligence; product design; entitlement and permitting; and rezoning; to the ultimate execution of the development plan.

Mr. Hall has 20 years of experience in commercial real estate. He is a member of The Tidewater Builders Association. He is a member of Third Presbyterian Church and is active with The Church Hill Activities and Tutoring for the empowerment of inner-city children in Richmond, Virginia.

Jack Hinrichs Executive Vice President/Partner

Mr. Hinrichs joined Oxford Properties in 2004. As Executive Vice President and Partner, he is engaged in all aspects of the investment cycle from initial planning and feasibility though lease-up and disposition. His duties include oversight of Asset Management, Development Underwriting, and Dispositions. Additionally, he is actively involved in pre-development, due diligence, planning, securing capital, acquisition, and construction for all new multifamily development.

Jack began his professional career as a Structural Design Engineer in the offshore oil industry. Shortly after, he became interested in real estate and accepted a position as a Project Engineer with The Whiting-Turner Contracting Company where he learned the construction business building office buildings in Washington DC.

Mr. Hinrichs holds a Master of Science in Real Estate Finance and Investment from New York University and a Bachelor of Science in Engineering from Texas A&M University. Jack is a member of ULI and REIAC.

Greg Kotarba Chief Financial Officer/Partner

Greg Kotarba is responsible for overseeing the corporate operations of accounting and finance, as well as the coordination and oversight of all corporate and partnership taxes, financial reporting, and risk management. Mr. Kotarba joined Oxford Properties in 2004 as Vice President of Finance and was promoted to Chief Financial Officer in 2007. Since arriving at Oxford, Mr. Kotarba has overseen the accounting and financial operations of 24 development projects, totaling over 5,500 units and over $750 million in project costs.

Prior to joining Oxford, Mr. Kotarba served as Controller at Stormont Noble Development, LLC. Over his ten years with Stormont (and affiliated companies), Mr. Kotarba held several positions in accounting and finance, ranging from Hotel Controller to Internal Audit and Financial Analysis. During this time, Mr. Kotarba was directly involved with over $540 million in upscale, full-service, public & private hotel development and partnership accounting.

Mr. Kotarba is a graduate of John Carroll University with a BS in Business Administration with continuing education from Oglethorpe University. In 2010, Mr. Kotarba was one of the founders of the Kincaid Elementary Foundation and served on the Board of Directors for several years, holding various positions, including Chairman of the Finance Committee, Treasurer, and Chairman of Corporate Donations. Mr. Kotarba is a member of the National Association of Homebuilders and the West Georgia Home Builders Association, Inc.

Keith Rothwell President of Construction/Partner

Keith Rothwell graduated from The Georgia Institute of Technology with a Bachelor of Civil Engineering degree and an Undergraduate Certificate in Building Construction. 

Mr. Rothwell was employed with RJ Griffin & Company and Post Properties prior to being one of the original Oxford Properties employees at the company’s founding in 2002. He originally served in the role of Project Manager before being promoted to Vice President of Construction Operations in 2004. He was promoted to Senior Vice President in 2007. 

Mr. Rothwell is a licensed general contractor in Alabama, Georgia, North Carolina, Tennessee, and Virginia.  Mr. Rothwell is responsible for overseeing the day to day operations of Oxford’s preconstruction and construction departments, including the management of all construction employees.  He has been involved in the construction management of over 7,000 apartment units that are either complete or currently under construction, with a total value in excess of $700 million.

Marie Thomas Executive Vice President/Partner

Marie Thomas joined Oxford Properties in 2016. She is focused on developing and expanding Oxford’s relationships with debt partners. Mrs. Thomas will be involved in all facets of Oxford’s business.

Previously, Mrs. Thomas was a Senior Vice President for the Commercial Real Estate Department of Community & Southern Bank (CSB) where she provided debt financing for multi-family, student housing, industrial, office, retail and hotel developments with developers primarily in Georgia and throughout the Southeast. She has financed over $1 Billion in debt across her real estate lending career. Prior to joining the CSB team, Mrs. Thomas honed her banking and managerial skills working for Wells Fargo/Wachovia where she earned the title of Vice President of Commercial Real Estate. Prior to this, this 19- year veteran has also worked as a Financial Products Industry Analyst for Accenture, formerly Anderson Consulting.

Mrs. Thomas is a native Atlantan and holds a BS in Management from Georgia Tech. She is currently serving as Senior Warden of the Vestry of Holy Innocents’ Episcopal Church as well as on the Board of Directors of Holy Innocents’ Episcopal School. She has served on the Alexander-Tharpe Fund Board of Trustees for Georgia Tech.

Keith Rothwell President of Construction/Partner

Previously, Mrs. Thomas was a Senior Vice President for the Commercial Real Estate Department of Community & Southern Bank (CSB) where she provided debt financing for multi-family, student housing, industrial, office, retail and hotel developments with developers primarily in Georgia and throughout the Southeast. She has financed over $1 Billion in debt across her real estate lending career. Prior to joining the CSB team, Mrs. Thomas honed her banking and managerial skills working for Wells Fargo/Wachovia where she earned the title of Vice President of Commercial Real Estate. Prior to this, this 19- year veteran has also worked as a Financial Products Industry Analyst for Accenture, formerly Anderson Consulting.

Mrs. Thomas is a native Atlantan and holds a BS in Management from Georgia Tech. She is currently serving as Senior Warden of the Vestry of Holy Innocents’ Episcopal Church as well as on the Board of Directors of Holy Innocents’ Episcopal School. She has served on the Alexander-Tharpe Fund Board of Trustees for Georgia Tech.
